Chosen Solution
I did a full housing, screen, battery replacement for a Surface Pro 5 It turns on only when plugged in tried 2 batteries now still the same issue. I tried force restarting it and doing a driver update still not working My next thing to try would be desoldering circuit board off OEM battery and soldering it to After-market not sure if the risk of lighting the battery on fire is worth it. Any Ideas?
Factory Reset the device with new battery fixed the issue!
