Yes i have replaced the power supply and got the same result.
Sorry for the delay is answering you had to talk with a friend what fixes these logic boards more than me. The logic board has a few voltage regulators to create lower voltages than what the power supply offers. Its one of these regulators that has failed. Sadly, without doing a deep dive into debugging the logic board there is just no way to isolate out whats failed here, besides Apple uses a lot of custom chips. He recommends you bring it into an Apple store for a flat rate repair of the logic board. They will replace your logic board. If thats not an option they you’ll need to ship your system (or logic board) to someone who can dive into this deeper.
