@gschiemer The core2duo A1297 from 2009 has a typical failure caused by a poly-tantalum capacitor that gets bad with time and creates a short in the logic board. As a result the Mac usually begins with having difficulties in starting up that get worse with time and with temperatures, the lower the temperature the harder the Mac can start, until it eventually stops until fixed. If that’s the issue, warming up the board may allow to temporarily startup the Mac, but would need a component level repair.
Give this a shot, unplug the mag-safe adapter, disconnect the battery. Press and hold the power on button for ten seconds. Reconnect the battery and mag-safe and you should get a spontaneous reboot. If so back up your data tp an external drive before going further.
You talk about the battery checker cable being frayed are you sure that’s the cable? Here’s the checker ribbon connection
