If I were to copy the iCloud locked motherboard’s serial number to a new motherboard with something similar to an QianLi iCopy, would the IC Locked motherboard transfer the IC lock to the new motherboard? Or would the phone be unlocked? Thanks

No you cannot copy the SN to another phone. This is a security feature stopping people accessing your data from a stolen phone.
