My keys are sticking to the keyboard
On most Dells, the laptop turns on with or without a working battery, as long as the power adapter works. I suggest borrowing a known working power adapter to see if the Dell will turn on. If it still does not, there likely is some hardware problem.
Many things can happen to an old laptop, and over time gunk builds up under the keyboard surface that can sometimes cause keys to get stuck in it
