Chosen Solution
When I press the power button the computer makes a noise (I think it is coming from the CRT). No other signs of life. I tried using a external monitor with no success.
3.6 volt 1/2 AA PRAM battery. You can see it on step#13 of this guide. Look for the purple and black small battery: iMac G3 Model M5521 Teardown
