Chosen Solution
I recently got a ps3 slim and attempted to turn in on, but instead of booting, it makes a whirring noise for a little bit, then the light blinks red until I press the button again. And no image is displayed throughout the entirety of this.
This is often a problem with the CPU and GPU systems on the motherboard. This would require board level work to fully fix. The logical first step would be to disassemble the console and put a heat gun to the CPU and GPU chips.
