Chosen Solution

I recently got a new laptop from my grandma for my birthday and it ran great. I could run games like mine craft and stuff at 60 fps and no lag. But I wanted to make it faster so I messed with the power plan settings and windows performance settings and now its even slower than it was before . I now get 0 fps, I don’t know what I did wrong but I regret it. Specs : Ivy Bridge Intel Core i5-3337U @ 1.8 GHz (2 Cores and threads)8 GB DDR 3 SDRAM 799 MHzIntel HD Graphics 4000

Welp I’m officially stupid. I just had to go to control panel power options then click on the default plan (which is usually balanced.) If the problem proceeds click on change plan settings then click restore default settings for plan.
