Hi, Is the PSU connected to the motherboard? The PSU will only turn on if there is an earth on the PS_ON lead coming from the motherboard. Try the following to prove if the problem is in the PSU or the motherboard. Here is a link that shows how to turn on a PSU that is not connected to a motherboard to test the various supply voltages.
