Curtis this could be a failing CRT a bad Vertical IC, or a bad power supply. The very first thing to check is all the other video inputs. Make sure that you check on the backside of your TV and see if you have an adjustment for vertical hold. You can give that a try. CRT’s are pretty dangerous to work on since they generate high voltages (high enough to kill you).
