I dropped my phone in water then left it in rice for a few days. After when I plugged it in the screen turned on for a few seconds then off. When I tried another battery the phone vibrated every few seconds when I plugged it in.

The water causes corrosion and provides circuit paths for the electricity which were not in the phone’s operating design and could damage the components. As always with electronics, especially surface mounted PCBs be gentle when handling and especially when brushing away the corrosion. You do not want to remove any components from the board. Hopefully after you have done all this the phone might possibly work correctly again. Usually a blank screen with the phone vibrating every few seconds is a bad LCD, so you will,need to replace the screen. But make sure you follow the steps in the first answer too.
